SUMMIT aims to assist the Malaysian government in increasing the number of government specialists over 5 years. This will be done by assisting Malaysian trainee doctors from the public sector to undertake a 2 year period of sub-specialty training in the United Kingdom through:
Medical Training Initiative (MTI) MTI is a programme established by the UK government to allow overseas doctors from outside the European Economic Area (EEA) to work in the NHS system for a maximum of 24 months. The principles of MTI are as follows:

Doctors have an opportunity to enhance their skills and experience while training in the NHS. This will, in turn, benefit their institutions, patients, and colleagues upon their return to their home countries

Applications for the scheme is via a Tier 5 visa with a maximum of 2 years uninterrupted training

At the end of this period, the doctor is required to return to their home country

Placements filled by MTI participants must have adequate, structured learning and development such that the individual doctor and their home country will benefit
Subspecialty Fellowships
These posts are for senior trainees. Most would be unfunded supernumerary posts.
Our team at St George's University of London have conducted a networking and mapping exercise to identify NHS consultants committed to supervising senior trainees in subspecialty fellowships. Trainee doctors in Malaysia will be shortlisted by the SUMMIT committee in Malaysia and then matched to these consultant supervisors for training fellowships. There will be a competitive interview process. On completing their fellowships, doctors will be required to return and serve in government service at specialist level for at least 5 years.
Minimum Criteria for the Fellowship

Completed gazettement of basic specialties as required by the Ministry of Health, Malaysia

Must have at least 2 years experience in the relevant specialty after completing postgraduate qualifications

Able to provide evidence for GMC registration

Have two references with at least one that has a link to the relevant Royal College

Must be in clinical practice for 3 out of the last 5 years including the 12 months before GMC registration are granted. There should be no gaps in employment, and it is essential to be in clinical practice while applying for the MTI post

Must return to Malaysia once training completed in the UK and serve in the public sector for at least 5 years.
GMC Registration

Evidence of primary medical qualification – must be recognized by the GMC and verified by the Educational Commission for Foreign Medical Graduates (ECFMG) and must be certified by Electronic Portfolio of International Credentials (EPIC)

Certificate of sponsorship from an approved GMC body or an approved GMC postgraduate qualification

Providing knowledge of English - International English Language Test System ( IELTS ) with a score of at least 7.0 in each of the testing areas of the academic test (speaking, listening, reading and writing) as well as a score of no less than 7.5 overall or Occupational English Test ( OET ) a grade of B or above in each testing area.

Recruitment Processes
SUMMIT will identify appropriate training jobs and supervising consultants in the UK. Posts will be advertised in Malaysia and doctors will make their application online through SUMMIT.
Candidates will be shortlisted for an interview by SUMMIT based on the minimum criteria required by the GMC, AoMRC and the relevant royal college. The interview will include a 10 minute presentation on previous relevant experience, what the candidate expects to gain from the MTI programme or Subspecialty Fellowship and their plans for career and service development on return to Malaysia ‘Past, Present, and Future'. Once the committee approves the candidate selection, applications will be passed to potential UK employers (NHS Trust) and supervising consultants in the UK for a second interview. The successful trainee will then apply for GMC registration with the assistance from the employer and relevant royal college. Once registration is complete, the Academy will issue a certificate of sponsor (COS) to the Home Office for Tier 5 visa.
